RESOLUTION 99-137
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, THE CITY MANAGER TO AMEND THE EXISTING CONTRACT
WITH MERRITT ENTERPRISES TO INCLUDE DAILY JANITORIAL
SERVICES FOR THE HARBOR BUILDING AND BATHROOMS
WHEREAS, the Harbor Department, in concert with Administration efforts, has been
continuously reviewing overhead costs in order to maximize efficiency and reduce costs while
maintaining the same level of service; and
WHEREAS, a harbor employee accepted the recently authorized early retirement incentive
program, effective August 31, 1999, providing an opportunity to reduce personnel costs through
attrition; and
WHEREAS, in several management and team meetings, alternatives to hiring a replacement
for this position were discussed, the preferred alternative being to absorb several ofthe tasks while
contracting out other essential tasks normally performed by this position; and
WHEREAS, the contractor presently providing janitorial services to the City, Merritt
Enterprises, was contacted for a price quote to cover these services as an addition to the existing
contract; and
WHEREAS, the quote to cover daily janitorial services for the Harbor Building and
restrooms for the period September 21 to December 31,1999 is $420 per week or a total of$6,300;
and;
WHEREAS, the budgeted employee cost for these services during this period is
approximately $8,500 which is approximately $2,200 more than the contractor costs;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to amend the existing contract with Merritt
Enterprises to include daily janitorial services for the Harbor Building and restrooms for the
period September 21 - December 31, 1999 for the amount of $6,300.
Section 2. $6,300 is hereby appropriated from the Harbor Enterprise Fund, Retained
Earnings, account number 401-0000-3050 to the Harbor General Contracted Services, account
number 401-4360-5390 to cover the cost of the janitorial services contract amendment with Merritt
Enterprises.

Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 27th
day of September, 1999.
