<br />I <br /> <br />I <br /> <br />I <br /> <br />Sponsored by: Janke <br /> <br />CITY OF SEWARD, ALASKA <br />RESOLUTION 2001-146 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br />ALASKA, ENCOURAGING THE KENAI PENINSULA BOROUGH <br />ASSEMBLY TO CONSIDER CREATING DISTRICTS FOR SCHOOL <br />BOARD REPRESENTATION RATHER THAN CONTINUING THE <br />PRESENT AT-LARGE ELECTION SYSTEM <br /> <br />WHEREAS, the Kenai Peninsula Borough Assembly seats are elected by district; and <br /> <br />WHEREAS, electing assembly seats by district has proved a very successful way to organize <br />the Kenai Peninsula Borough Government; and <br /> <br />WHEREAS, the Kenai Peninsula Borough Budget, which is created by and administered by <br />the Assembly, is largely devoted to financing education; and <br /> <br />WHEREAS, the School Boards seats, which are elected at-large, may be leaving segments <br />of the Kenai Peninsula at risk of not being well represented; and <br /> <br />WHEREAS, although the School Board may have a valid decision making process, no matter <br />how valid the process, without someone from the local community to help explain the process to <br />neighbors, :friends, and the community at large, there is tendency to not give school board decisions <br />the validity they deserve; and <br /> <br />WHEREAS, if confidence is lost in the school board within a community, then confidence <br />is lost in the educational programs in our schools and our children will suffer; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SEWARD, ALASKA, that: <br /> <br />Section 1. The Seward City Council urges the Kenai Peninsula Borough Assembly to create <br />districts for School Board representation based on current assembly districts, rather than continuing <br />the present at-large election system. <br /> <br />Section 2. This resolution shall take effect immediately upon its adoption. <br /> <br />PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 5lh day <br />of November, 2001. <br />
