RESOLUTION 99-143
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH TRYCK NYMAN AND HAYES, INCORPORATED
FOR ENGINEERING SERVICES FOR THE SMALL BOAT HARBOR
REPAIR AND RENOVATION CAPITAL PROJECT FOR AN AMOUNT
NOT TO EXCEED $311,936
WHEREAS, on April 12, 1999, the City of Seward Council approved Resolution 99-028
approving the harbor repair project and authorizing the City Manager to issue a Request for
Proposals (RFP) for engineering services; and
WHEREAS, the State of Alaska RFP procedures were required since funding for the project
came from the State for deferred maintenance; and
WHEREAS, the RFP was developed and advertised with close liaison between the City and
State Department of Transportation procurement officials to ensure adherence to standards and
procedures; and
WHEREAS, a team representing the City, State and professional engineers in some of
the disciplines required for the project met in Seward on August 30, 1999, to evaluate the three
engineering firms who responded; and
WHEREAS, evaluation of firms proposing for engineering services using State of
Alaska procedures must be selected by merit only; and
WHEREAS, Tryck Nyman Hayes, Incorporated, of Anchorage, Alaska, scored highest
using the criteria listed in the RFP package and is recommended by the evaluation team to
provide the engineering services for the harbor project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into an agreement for engineering
services to complete the Small Boat Harbor Repair and Renovation Capital Project with Tryck
Nyman Hayes, Incorporated, of Anchorage, Alaska for an amount not to exceed $311,936.
Section 2. Funding for these services will come from the Small Boat Harbor Repair and
Renovation Capital Project, account number 315-3150-5390.

Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 11 day
of October, 1999.
