RESOLUTION NO. 94-099
A RESOLUTION OF TIm CITY COUNcaOF TIm CITY
OF SEWARD, ALASKA, AWARDING A CONTRACT TO R & M
CONSULTANTS, INC., FOR TRANSMISSION LINE CONSTRUCTION
STAKING WITHOUT FULL UTILIZATION OF CITY BID PROCEDURES
WHEREAS, Phase 2 of the Transmission Line Project includes rebuilding of that section
of the line between Mile 18.5 and Mile 24.5; and
WHEREAS, the Phase 2 budget totals approximately $2.5 Million including engineering
and right-of-way acquisition; and
WHEREAS, construction staking is now required to fmalize the design, stake pole and
anchor locations and stake limits for the right-of-way clearing before actual construction can
begin; and
WHEREAS, the staking contractor will work closely with and take direction from the
transmission line design engineers; and
WHEREAS, it is in the public interest to waive standard city bid procedures in order
to complete the staking and actual construction of the line during the 1994 season; and
WHEREAS, the city's design engineer, Dryden & LaRue, Inc., has solicited proposals
from two fIrms capable of performing the staking work; and
WHEREAS, R&M Consultants, Inc., submitted the low bid; and
WHEREAS, the administration has requested that the Council approve a 10 %
contingency to the amount bid because of the difficulty in detennining the scope of this staking
project; and
WHEREAS, funds for this contract are available within the Transmission Line Capital
Projects Account;
NOW, THEREFORE, BE IT RESOLVED BY TIm CITY COUNCa OF TIm
CITY OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to enter into a contract with R&M
Consultants, Inc., to perform construction staking of Phase 2 of the Transmission Line Project
in the amount of $29,492 plus a 10% contingency totalling $2,942 for a total not to exceed
$32,434.
Section 2. This resolution shall take effect immediately upon its adoption.
