CITY OF SEWARD, ALASKA
RESOLUTION NO. 94-168
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AUTHORIZING THE PURCHASE OF
ADDITIONAL TRASH CONTAINERS FOR THE HARBOR WITHOUT
FULL UTILIZATION OF CITY BID PROCEDURES AND
APPROPRIATING FUNDS
WHEREAS, a program has been developed to replace the trash collection system
located at six strategic sites in the small boat harbor complex; and
WHEREAS, in June, the City Council approved the purchase of two 40-yard
containers designed to solve some of the problems associated with the existing system;
and
WHEREAS, these two new containers were placed in the areas of highest demand
for trash collection and have thus far exceeded all expectations for their effectiveness; and
WHEREAS, the harbor desires to purchase four additional containers to both
increase the trash collection capacity and to reduce the cost for service by Jason
Enterprises; and
WHEREAS, when the units were purchased in June, local contractors were not
responsive to a request for bids and the contract for purchase of the containers was
awarded to Valley Sheet Metal, one of the few contractors in the state with the
equipment necessary to successfully construct the containers; and
WHEREAS, it is, therefore, in the public interest to waive the bid requirements
and purchase the additional containers from Valley Sheet Metal; and
WHEREAS, funds for the purchase of the containers are available in the retained
eamings for capital projects and deferred maintenance fund;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to issue a purchase order to
Valley Sheet Metal in the amount of $23,600 for the purchase of four 4O-yard trash
containers.

Section 2. The sum of $23,600 is hereby appropriated from the Harbor Fund
Retained Earnings Account No. 401-3070 to the Harbor Fund Small Boat Harbor
Equipment Account No. 401-4110-5930.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
12th day of September, 1994.
