CITY OF SEWARD, ALASKA
RESOLUTION NO. 95-015
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROVING A PROFESSIONAL SERVICES
AGREEMENT WITH MAC SWAIN AND ASSOCIATES FOR LAND
APPRAISAL SERVICES, AMENDING THE FY 1995 BUDGET AND
APPROPRIATING FUNDS TOTALLING $11,375
WHEREAS, a request for proposals for land appraisal serVices was advertised m
accordance with the Seward City Code; and
WHEREAS, six firms submitted proposals and five firms were found to be responsive;
and
WHEREAS, a proposal evaluation committee reviewed the proposals independently
without regard to the bid to determine overall qualifications, past performance, availability and
understanding of the project; and
WHEREAS, MacSwain and Associates was found to be the most responsive, lowest,
qualified proposer; and
WHEREAS, funds for appraisal of the harbor lease sites will be split between the Harbor
Enterprise Fund and the General Fund, and funds are available within the Harbor Enterprise
Fund; and
WHEREAS, the remaining funds will be appropriated from the General Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to award a professional services
agreement to MacSwain and Associates for land appraisal services for an amount not to exceed
$19,500.
Section 2. The FY 1995 budget is hereby amended by appropriating $11,375 from the
General Fund Fund Balance Account No. 101-3050 to the General Fund Community
Development Contracted Services Account No. 101-1150-5390.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 27th
day of February, 1995.
