RESOLUTION NO. 99-074
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO
NEGOTIATIONS TO PURCHASE A TRIMBLE PATHFINDER PRO XR
FROM ACCUPOINT AT A PRICE NOT-TO-EXCEED $10,995
WHEREAS, the City of Seward's utility system is on hand-drawn maps which are over 20
years old, are not up to date, and are not on any computer mapping system; and
WHEREAS, computerized maps prepared by borough, state and federal agencies could be
better utilized with computerized maps of the City's utilities; and
WHEREAS, the City has computerized maps prepared by the Borough which show property
lines, streets, and other ownership information for Seward and out to Mile 25; and
WHEREAS, the engineering department has embarked on a program to map all ofthe city's
electric, water, sewer, fire hydrants and other infrastructures on a computer in order to preserve
information and bring our mapping system up to date; and
WHEREAS, in order to accurately map the City's utilities, a global positioning system(GPS)
is needed; and
WHEREAS, the information the City will acquire through the use of a GPS receiver will
be overlaid onto maps from other agencies to form one mapping system with information the City
needs to operate the City's utilities; and
WHEREAS, the information generated will be useful to almost every department in the City
and will be useful to the general public; and
WHEREAS, the equipment needed is of a unique nature and limited availability and support
facilities in Alaska, thereby exempting this purchase form the competitive procurement procedures
described in Seward City Code, Chapter 6.10, pursuant to Section 6.10.120(A)(5);
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council authorizes the City Manager to enter into negotiations to
purchase a Trimble Pathfinder Pro XR from Accupoint at a price not-to-exceed $10,995 to be
appropriated from the Electric Department Retained Earnings, Account 501-000-3050' to the
Equipment Account 501-5400-5930.

Section 2. This resolution shall take effect immediately upon its adoption.
