RESOLUTION NO. 99-075
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH PURCELL SERVICES TO PROVIDE SECURITY
SERVICES TO SUPPLEMENT PARKS AND RECREATION DEPARTMENT
EMPLOYEES AT CITY CAMPGROUNDS FROM NOON, JULY 2, 1999 TO
NOON, JULY 5, 1999 FOR A CONTRACT AMOUNT OF $23,900 AND
APPROPRIATE ADDITIONAL MONIES IN THE AMOUNT OF $8,900 TO
FUND THOSE SERVICES FROM THE GENERAL FUND FUND BALANCE
TO THE PARKS AND RECREATION DEPARTMENT
WHEREAS, following the 1998 4th of July celebration, numerous complaints and public
safety issues were brought forward by both visitors and local residents; and
WHEREAS, as a result of these concerns, the administration, city council and concerned
citizens spent a significant amount oftime identifYing problems and defining solutions designed to
minimize disruptions to future 4th of July festivities.; and
WHEREAS, solutions identified included reductions to camper density (both tent and RV),
adoption of an open container ordinance, increased efforts in the public education arena, physical
improvements to Waterfront Park, identification of numbered camping sites, and an increase in
security presence where the underlying intention was to create a safe, user friendly campground
designed to enhance the 4th of July experience for both visitors and local residents; and
WHEREAS, in our efforts to visibly increase our security presence, an RFP was published,
in compliance with city ordinance, seeking proposals from experienced security guard employers
to provided this service; and
WHEREAS, as a result of the RFP process, one proposal, which was responsive and
responsible, was received from Purcell Services, in Anchorage; and
WHEREAS, Purcell Services has agreed to provide uniformed, unarmed security guards,
at nine different posts, plus supervisors, supplementing city employees, for 20 hours a day (two ten
hour shifts) beginning at noon on Friday, July 2, 1999 and ending at noon Monday, July 5,1999 at
a cost $23,900; and .
WHEREAS, The Parks and Recreation Department included $15,000 in their six month
budget for security services and an additional $8,900 is needed to fund the services at the level
negotiated; ','

RESOLUTION NO. 99-075
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council authorizes the City Manager to enter into an agreement with
Purcell Services to provide security services to supplement Parks and Recreation Department
employees at city campgrounds from noon, July 2, 1999 to noon, July 5, 1999 for a contract amount
of $23,900; and
Section 2. Appropriate additional monies in the amount of $8,900 to fund these services
from the General Fund fund balance, Account 101-0000-3050 to the Parks and Recreations
Department, Park Maintenance, Other Special Services, Account 101-1410-5190 for the City's six
month budget ending December 31, 1999.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 14 day
of June, 1999.
