OF SEWARD, ALASKA, IN SUPPORT OF TIm EAST ZONE
EMERGENCY RESPONSE PLAN TO PROVIDE FOR COOPERATIVE
DISASTER PLANNING AND RESPONSE BETWEEN TIm CITY OF
SEWARD AND TIm KENAI PENINSULA BOROUGH AND
AUTHORIZING TIm CITY MANAGER TO IMPLEMENT TIm PLAN
ON BEHALF OF TIm CITY OF SEWARD
WHEREAS, it is a primary responsibility of all municipalities to plan and prepare for
response to potential disasters, of either natural or technological origin, which might occur
within their respective jurisdictional areas; and
WHEREAS, in order to most effectively protect and serve the residents of each area of
the Kenai Peninsula in the event of the occurrence of a disaster, the cities and the borough have
determined that cooperative response planning which allows for a single, uniform management
team in each of four identified geographic zones of the borough will allow for the most effective
coordinated response; and
WHEREAS, the Emergency Response Plan for the East Zone of the borough has been
reviewed by the City Fire Chief and the City Manager; and
WHEREAS, pursuant to AS 26.23.140, the Emergency Response Plan states that
activation of the plan shall begin by contacting the Kenai Peninsula Borough's Office of
Emergency Management and requesting a declaration of Disaster Emergency (defined in AS
26.23.9(0) by the Borough Mayor; and
WHEREAS, the City Manager has the overall responsibility ofthe public's safety within
the City of Seward and is the Civil Defense Director for the City of Seward; therefore, making
it appropriate that the City Manager be authorized to implement the East Zone Emergency
Response Plan in the event of a disaster emergency; and
WHEREAS, a completed plan will be on ftle in the Office of the City Clerk, Police
Department, Fire Department, Public Works Department and Port and Harbor Department;
NOW, THEREFORE, BE IT RESOLVED BY TIm CITY COUNCa OF TIm
CITY OF SEWARD, ALASKA, that:
Section 1. The City of Seward, Alaska, supports the EAST ZONE EMERGENCY
RESPONSE PLAN to provide for cooperative disaster planning and response between the City

of Seward and the Kenai Peninsula Borough and that the City Manager is authorized to
implement the plan on behalf of the City of Seward.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
22nd day of August, 1994.
