CITY OF SEWARD, ALASKA
RESOLUTION NO. 96-005
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO
SIGN THE NORTHERN INTERTIE CONSTRUCTION MANAGEMENT
AGREEMENT ON BEHALF OF THE CITY OF SEWARD
WHEREAS, in 1993, the Alaska Legislature granted $90 Million to the seven Railbelt
utilities to partially pay for the cost of construction of two new electrical transmission lines; and
WHEREAS, one line is scheduled to be built between Healy and Fairbanks (Northern
Intertie), and the other is scheduled to be built between Anchorage and the Kenai Peninsula
(Southern Intertie); and
WHEREAS, during the last two years, the utilities have been working on the agreements
necessary to construct the two transmission lines; and
WHEREAS, the City of Seward, along with the six other utilities, have previously approved
and signed the Intertie Grant Agreement, the Grant Administration Agreement, the Participants
Agreement, and the Grant Transfer and Delegation Agreement; and
WHEREAS, none of these previously approved agreements have committed the City of
Seward to pay anything towards the cost of the Healy-Fairbanks line; and
WHEREAS, the Northern Intertie Construction Management Agreement, which is the final
document required to proceed with construction of the Northern Interties, would commit the City
as an active participant in the Northern Intertie and require a cash contribution of less than $500,000
spread over the life of the bonds issued for the construction; and
WHEREAS, it is in the public interest for the City to retain its 1.44% share of the Northern
Intertie;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to sign the Northern Intertie Construction
Management Agreement on behalf of the City of Seward.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 8th day
of January, 1996.
