RESOLUTION NO. 96-025
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, DESIGNATING PAID PARKING TS
IN THE SMALL BOAT HARBOR, PROVIDING FOR PAID P RKlNG
PERMITS AND AUTHORIZING THE ISSUANCE OF A QUEST
FOR PROPOSALS FOR PARKING MANAGEMENT AND E FORCEMENT
WHEREAS, the City Council has repealed the parking as ssment program; and
WHEREAS, there continues to be a need to generate venues to address the current and
future parking needs of the City and to provide for the main nance and upkeep of public parking
areas; and
WHEREAS, parking management and enforc ment can be most efficiently provided by a
private parking contractor;
NOW, THEREFORE, BE IT RESOL D BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. In accordance with eward City Code S 11.15.130, the City Council hereby
designates the Small Boat Harbor parki g lots defined as the two paved lots located between Third
and Fourth Avenues as follows: (i) t south lot located between the Fish Ditch and South Harbor
Road, and (ii) the north lot locate etween North Harbor Road and Port Avenue, as paid parking
lots for the period May 1 thro h September 30 each year, with the fees for parking to be set
annually upon approval of a king management agreement with a private contractor. Seasonal
paid parking permits shall b provided in the parking plan.
Section 2. The ntractor shall provide a mechanism whereby seasonal parking permits may
be purchased.
The City Manager is hereby instructed to issue a request for proposals to provide
for a parking agement and enforcement plan during the annual summer tourist season, May 1
through Sep, mber 30, with the first such contract year to begin May 1, 1996, subject to Council
approval the contract document. The request for proposals shall include the following criteria:
a. Identification of paid parking areas including the number of parking spaces
parking lot.
b.

Time limits and fee schedules for paid parking spaces.
Fee schedule for paid seasonal parking permits purchased in advance ofthe

Section 4. This resolution shall take effect immediately upon its adoption.
