RESOLUTION NO. 96-043
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, ESTABLISHING PARKING LIMITS
IN THE SMALL BOAT HARBOR
WHEREAS, the Seward City Code authorizes the City Council to set parking limits on
public streets and in public parking lots by resolution; and
WHEREAS, the City Council has removed all previous City Code provisions establishing
parking time limits on public streets and in public parking lots; and
WHEREAS, it is in the public interest to regulate parking within the Small Boat Harbor
during the busy tourist season in order to accommodate harbor businesses, boat owners, tourists and
residents;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Within the Small Boat Harbor area, the following parking time limits are hereby
established as follows:
Two-hour parking areas: Parking is permittedfor two continuous hours in duration
in marked parking areas along Fourth Avenue between North Harbor Street and
South Harbor Street that are not designated as loading zones, bus stops or trolley
stops. This restriction will apply to designated handicapped parking spaces in the
designated area.
Four-hour parking areas: Parking is permitted for four continuous hours in
duration in the parking lots located on the east side of Fourth Avenue between D and
F Float fire lanes and unleased city property between F and J Float fire lanes. This
time restriction will apply to designated handicapped parking spaces within these
areas.
Seventy-two hour parking areas: Parking is permitted for seventy-two continuous
hours in duration in the two parking lots (north and south) between Third and
Fourth Avenues and unleased city property on the east side of the boat basin between
the Bay and Port Avenue known as the northeast lot. The north lot is the paved area
between North Harbor Road and Port Avenue and includes the unpaved area
immediately south of the NAP A Auto Supply Store. The south lot is the paved area
located between the "Fish Ditch" and South Harbor Road. This time restriction will

also apply to designated handicapped parking spaces within these 72-hour
designated parking areas.
Loading zones: Parking is permitted in the areas designated as loading zones for
a period not to exceed thirty minutes for the purpose of loading or unloading persons
and/or equipment.
Occupied vehicles: Occupied vehicles or boats are not permitted within any
designated parking area between the hours of midnight and 6:00 a.m.
Unattached trailers: Unattached trailers are expressly prohibited within any
designated parking area.
Section 2. These parking limits will be enforced between May 1 and September 30 each
year.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 8th day
of April, 1996.
