CITY OF SEWARD, ALASKA
RESOLUTION NO. 96-044
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, SETTING FEES FOR THE 250- TON
TRAVELIFT PROGRAM
WHEREAS, in 1990, the City Council set the original rates for the 250-ton travelift program
well below market value as a means of attracting business to the harbor; and
WHEREAS, over the years, these rates have been increased from time to time and now
reflect the true cost of operation of the lift plus a small net margin for the facility; and
WHEREAS, although the fees now cover direct operating costs, they do not generate
revenues sufficient to cover indirect costs or to support activities necessary to its operation; and
WHEREAS, the last rate increase for this program were approved during the FY 1994
budget process as recommended in a rate study conducted by Ogden Beeman and Associates; and
WHEREAS, a second rate increase for the FY 1995 budget year, as recommended in the
Ogden Beeman report, was not acted upon; and
WHEREAS, a 15% increase is now needed to bring fees for this service in line with actual
direct and indirect costs and to improve the cash position of the program;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The following rates for the 250-ton travelift program are hereby established:
Base Rate: The minimum fee for one lift ......................... $230.00
(First hour of use or any portion of time less than one hour)
Rate for Boats Over 50 ft.: For each foot over 50 feet, an additional $ 14.38/ft.
(For first hour of use or any portion of time less than one hour)
After First Hour ofUft: ............................ $230.00 per hour
(Charge assessed in 30-minute increments at a rate of $115.00 per
half-hour increment. The incremental fee is generated after the
first 15 and 45 minutes of the hour.)
Relocation Fee: Relocation of all vessels on the uplands. . . . . . . . . . . .. $230.00
(For the first hour of use or any portion of time less than one hour.)

Storage Fees:

Section 2. This resolution shall take effect immediately upon its adoption.

of April, 1996.
