RESOLUTION NO. 96-056
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AUTHORIZING A CONTRACT WITH
SWENSON CONSTRUCTION TO REPAIR LOWELL POINT
BRIDGE TO ORIGINAL AS BUILT CONDITION FOR AN
AMOUNT NOT TO EXCEED $77,400
WHEREAS, heavy rains in September 1995 caused flooding and damage to city property
throughoutthecorrrrnunhy;and
WHEREAS, as a result of the damages sustained, the Seward area was declared a federal
disaster area, and the City was allowed to submit Damage Survey Reports (DSR's) for each of the
damaged areas which, when approved, would provide funds to the City for repair of damaged
facilities; and
WHEREAS, although Lowell Point Bridge sustained substantial damage, its structural
integrity remained intact, and the DSR submitted for its repair has been approved; and
WHEREAS, the City properly advertised a request for proposals to repair the bridge to as
built standards and received five responses to the RFP; and
WHEREAS, the low proposal, submitted by Jansen Contracting Company, did not take into
account some of the requirements ofthe project and was subsequently found to be non-responsive
at the request of the contractor; and
WHEREAS, of the four remaining proposals, Swenson Construction Company submitted
the low proposal, the proposal was found to be responsive, and the contractor was found to be
responsible and qualified to do the work requested; and
WHEREAS, the entire cost of this project will be reimbursed to the City by the Department
of Emergency Services under DSR 49750;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized and directed to execute a contract with
Swenson Construction Company in an amount not to exceed $77,400 to repair Lowell Point Bridge
to its original as built condition as set forth in the request for proposals issued by the City.
Section 2. This resolution shall take effect irrrrnediately upon its adoption.
