CITY OF SEWARD, ALASKA
RESOLUTION NO. 96-061
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROVING A CONTRACT WITH
SEWARD PLUMBING FOR PURCHASE AND INSTALLATION
OF A REPLACEMENT BOILER FOR CITY HALL WITHOUT
FULL UTILIZATION OF CITY BID PROCEDURES
WHEREAS, funds were provided in the FY 1997 budget for replacement of the City Hall
boiler; and
WHEREAS, at the City's request, Steve Lemme, manager of Seward Plumbing, reviewed
the City's existing boiler and made suggestions with respect to repairing or replacing the unit; and
WHEREAS, Mr. Lemme has suggested that we leave the existing boiler in place and add a
new unit which will cany the entire load of the building, leaving the existing boiler as a back-up
heating system; and
WHEREAS, Seward Plumbing is the only local contractor who can supply, install and service
the replacement boiler; and
WHEREAS, it is in the public interest to waive formal bidding procedures for the
replacement and installation of the boiler and to sole source this purchase of an installed boiler to
Seward Plumbing;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. In accordance with Seward City Code ~ 6.10.130, the City Council finds it to be
in the public interest to waive bidding the replacement and installation of a new boiler for City Hall
to allow the City to sole source this item to the only local contractor qualified to install and maintain
the boiler system.
Section 2. The City Manager is hereby authorized to issue a purchase order in an amount not
to exceed $18,134 to Seward Plumbing for the purchase and installation of a #778 Weil McLain
boiler in City Hall.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 13th day
of May, 1996.
