CITY OF SEWARD, ALASKA
RESOLUTION NO. 96-104
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROVING THE PURCHASE OF SAFETY
EQUIPMENT IDENTIFIED IN THE ALASKA HIGHWAY SAFETY
GRANT WITHOUT FULL UTILIZATION OF CITY BID PROCEDURES
WHEREAS, on August 12, 1996, the City Council approved Resolution No. 96-099,
accepting a Highway Safety Grant for the purchase of certain safety equipment and appropriating
funds for the purchase; and
WHEREAS, most of the equipment targeted for purchase under the grant are highly
specialized and are carried by only a few vendors; and
WHEREAS, the Fire Department requested quotes from all known vendors of the equipment
and wishes to purchase each item from the vendor quoting the low price for a particular item; and
WHEREAS, one vendor, L. N. Curtis, quoted low prices on several pieces of equipment;
and
WHEREAS, although each individual piece of equipment was quoted a price less than the
City Manager's $10,000 spending limit, the aggregate amount of the purchase order to L. N. Curtis
will total 15,247.00; and
WHEREAS, the cost of publicly bidding the safety equipment to be purchased would
outweigh potential cost savings, if any, associated with the acquisition of the equipment; and
WHEREAS, the prices quoted by L. N. Curtis are reasonable;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. It is in the public interest to waive the City's formal bid process for the
acquisition of safety equipment to be purchased under the Alaska Highway Safety Grant program.
Section 2. The City Manager is hereby authorized to issue a purchase order to L. N. Curtis
in an amount not to exceed $15,247.00 for the purchase of safety equipment.
Section 3. This resolution shall take effect immediately upon its adoption.
