CITY OF SEWARD, ALASKA
RESOLUTION 99-089
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
MEMORANDUM OF AGREEMENT WITH THE KENAI PENINSULA
BOROUGH, THE FEDERAL EMERGENCY MANAGEMENT AGENCY,
AND OTHER LOCAL GOVERNMENT, BUSINESS AND NON-PROFIT
PARTNERS TO PARTICIPATE IN THE PROJECT IMPACT HAZARD
MITIGATION PROGRAM
WHEREAS, the Kenai Peninsula Borough was selected to be a participant in the Federal
Emergency Management Agency's (FEMA) Project Impact program; and
WHEREAS, Project Impact is a pre-disaster mitigation grant program that provides the
Kenai Peninsula Borough with $300,000 in FFY99; and
WHEREAS, Project Impact relies on strong private/public partnerships, and the attached
Memorandum of Understanding is the first step in creating this partnership in the Borough; and
WHEREAS, the City of Seward is being asked, along with other businesses, non-profits,
and Cities in the Borough to enter into a partnership that will reduce community vulnerability to
disaster losses through pre-disaster mitigation; and
WHEREAS, the City of Seward is a strong supporter of hazard mitigation because it is
invariably cheaper to prepare for and mitigate events prior to them happening; and .
WHEREAS, the City of Seward commends the Kenai Peninsula Borough for its efforts to
secure this grant funding, and look forward to being an active part ofthis program:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into a Memorandum of Agreement with
the Kenai Peninsula Borough, the Federal Emergency Management Agency, and other local
government, business and non-profit partners to participate in the Project Impact hazard mitigation
grant program.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 28 day
ofJune, 1999.
