CITY OF SEWARD, ALASKA
RESOLUTION NO. 92-023
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROVING PURCHASE ORDERS TO
CITY ELECTRIC, ALCAN ELECTRIC AND NEWBERRY ELECTRIC
FOR RESTORATION OF ELECTRIC POWER DURING THE
DECEMBER POWER OUTAGE
WHEREAS, the city of Seward and the Kenai Peninsula experienced severe winter
storms during the period from December 15, 1991 through January 4, 1992 that included
high winds, lightning, heavy wet snow, freezing rains and heavy icing conditionsi and
WHEREAS, the storm conditions caused trees to fall across conductors, conductors
to touch, conductors to break, pole structures to break, avalanches and severely damaged
the city's electrical transmission and distribution systemi and
WHEREAS, a number of residences, public facilities and private businesses were
without electrical power for extended periods of timei and
WHEREAS, although the City hired additional temporary electrical linemen, the
City did not have sufficient manpower and equipment to respond to the emergency and
protect life and property, and it was necessary to call in several electrical contractors that
had crews and equipment readily availablei and
WHEREAS, the storm continued for an extended period of time, thus requiring
the continued use of the contractor's crews and equipmenti and
WHEREAS, City Code ~ 6.1O.120A(2) exempts purchases from competiHve bidding
when an emergency makes the delay incident to competitive bidding unreasonablei
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council finds it in the public interest to award contracts for
emergency work performed during the power outage without competitive bidding.
Section 2. The City Manager is hereby authorized to issue purchase orders to City
Electric, Inc. for $22,178.70i Alcan Electric for $7,009.42 and Newberry Alaska for
$76,437.84.
Section 3. This resolution shall take effect immediately upon its adoption.
