CITY OF SEWARD, ALASKA
RESOLUTION NO. 92-054
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROVING A CONTRACT FOR
CITY HALL BASEMENT EXIT DOOR CONSTRUCTION
AND APPROPRIATING FUNDS
WHEREAS, the use of the basement of the City Hall building is in violation of
state and city fire and building codes and may present a life safety hazard to persons
occupying the basement; and
WHEREAS, essential security requirements for the jail preclude opening certain
exits or allowing unimpeded egress through the jail area for other persons in the
basement; and
WHEREAS, it is necessary that the city retain the use of the northern portion of
the basement for city purposes; and
WHEREAS, this improvement is required in order to operate the state jail facility
and to carry on other city business in the City hall basement; and
WHEREAS, the city has solicited bids for construction of an additional exit from
contractors qualified to do the work; and
WHEREAS, Homeland Enterprises submitted the lowest bid;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. It is in the public interest to accept the bid submitted by Homeland
Enterprises for construction of an additional exit in the City Hall basement, and the City
Manager is authorized to execute a contract with Homeland Enterprises to perform said
work for an amount not to exceed $11,995.00.
Section 2. The City Manager is further authorized to establish a project
construction budget totalling $13,195.00 which includes a $1,200.00 change order
contingency account.
Section 3. The sum of $3,195.00 is hereby appropriated from the Jail Sprinkler
Account No. 260-2600-3070, the sum of $10,000.00 is appropriated from the General Fund
Fund Balance Account No. 101-3070, and the total sum of $13,195.00 is appropriated to
the Municipal Building Department Account No. 101-1350-5920.

Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
27th day of April, 1992.
