RESOLUTION 99-093
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO EXTEND THE
PROFESSIONAL SERVICES CONTRACT OF WINN PETERSON, DBA
PETERSON CONSULTING GROUP, TO PREPARE A RATE STUDY FOR
THE ELECTRIC ENTERPRISE FUND FOR AN AMOUNT NOT-TO-
EXCEED $19,000.
WHEREAS, the City of Seward has received approval of their Power Sales Agreement
(PSA) with Chugach Electric Association (CEA) from the Alaska Public Utilities Commission
(APUC); and
WHEREAS, the City Electric Enterprise Fund will experience reduced expenses in the
purchased power account; and
WHEREAS, the City of Seward instituted a four percent (4%) reduction in Residential
Electric Service billings effective April 1 , 1998 based on anticipated approval ofthe PSA with CEA;
and
WHEREAS, the City anticipated a detailed rate study covering all customer classifications
upon approval of the PSA by the APUC; and
WHEREAS, Winn Peterson, of Peterson Consulting Group, is currently on a Professional
Services Contract with the City of Seward and is qualified and capable of performing the Electric
Enterprise Fund rate study; and
WHEREAS, Peterson is available to do this study in an expeditious manner; and
WHEREAS, Peterson can do this study for an amount not-to-exceed $19,000; and
WHEREAS, Peterson can be contracted for these services without the full utilization of the
City's bid procedures, as outlined in section 6.10.120 of the City Code:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to extend the Professional Services Contract
between the City of Seward and Peterson Consulting Group to include an Electric Rate Study.
Section 2. The contract extension will be performed at a cost not-to-exceed $19,000.
Section 3. The cost of this study will be borne by the Electric Enterprise Fund and be
charged to Account 501-5400-5390.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 12 day
ofJuly, 1999.
