Sponsored by: Schaefermeyer CITY OF SEWARD, ALASKA RESOLUTION NO. 92-064 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, SETIING ELECTRIC RATES AND CHARGES AND RESCINDING ALL PRIOR RESOLUTIONS IN CONFLICT HEREWITH WHEREAS, on June 22, 1987, the Seward City Council approved Resolution No. 87-048, setting electric rates and charges; and WHEREAS, this resolution was amended on July 13, 1987, September 14, 1987, February 22,1988, and July 1, 1988, by the adoption of Resolution No. 87-058, Resolution No. 87-088, Resolutin No. 88-020, and Resolution No. 88-057, respectively; and WHEREAS, the format of these resolutions makes it difficult for consumers to readily identify all fees and rates for electrical service; and WHEREAS, it is the desire of the city to present utility tariff information to the utility customers in an easily read and understood format; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The electrical rates and charges set forth on the rate schedule attached and incorporated herein by reference are hereby ADOPTED. Section 2. All prior resolutions in conflict herewith are hereby RESCINDED. Section 3. This resolution shall take effect immediately upon its adoption. Existing large general service customers will be charged an energy rate of $0.1006 per KWH without a demand charge until demand meters are installed and at least 3 months of demand data has been recorded. A Small General Service customer may elect to be billed under the demand rate schedule; however, the election to change the billing rate from one customer group to another may not be made more often than once every 12 months. . CitJ' of Seward Electrical Tariff Page 2-1 . . . Definitions and Miscellaneous Charges 1. CEA Fuel Adjustment: The fuel adjustment charge from Chugach Electric Association directly distributed to Seward Electric Utility customers prorated according to the number of KWH the customers consumed during the billing period. 2. Seward Fuel Adjustment: The cost of operating the standby generation plant, including fuel, labor, maintenance and repair when it exceeds the amount budgeted to date for the fiscal year. The cost will be prorated according to the number of KWH the customer consumed during the billing period. 3. Special Contracts: Special contracts may be negotiated by the Utilities Manager with customers that have a demand in excess of 750 KW or that have unique power requirements that cannot be reasonably addressed by the large general service tariff. Special contracts may include, but are not limited to, provisions for instantaneous demand charges, time of service, interruptible power, minimum and maximum demand, adjustment of demand level, ownership and payment of new distribution facilities, termination charges and power factor. Special contracts must be approved by the City Council. 4. V AR Change (power Factor Adjustment): All schedules requiring demand metering will be subject to the following power factor adjustment provisions: 1. Demand-metered customers should attempt to maintain a unity power factor. If the power factor falls below ninety percent lagging, the customer will take corrective steps to return the power factor to ninety percent or higher. Also, the following charge for billed kilowatts will apply: Month Billing Demand = Maximum Demand x 90% Actual Power Factor 2. All power factor adjustment equipment installed by the customer must be approved by the city. Power factor can be determined by permanently installed monitoring equipment or by periodic testing at reasonable intervals, at the discretion of the city. 4. Standby Generation: The cost of operating the standby generation plant to meet a specific customer's need will be charged directly to that customer. Such cost will be the total cost of operating the plant, including fuel, labor, overtime, maintenance, repair and overhead, less the value of energy generated in excess of the customer's need. 5. Yard Light Charge: The monthly yard light charge for 175 watts shall be $6.75 and for 250 watts shall be $10.00. Cit1j of Seward Electrical Tariff Page 2-2 . . . 6.
