Sponsored by: Schaefermeyer CITY OF SEWARD, ALASKA RESOLUTION NO. 92-102 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, IN SUPPORT OF STATE FUNDING FOR IMPLEMENTATION OF AN EXPORT COAL DEVELOPMENT STRATEGY WHEREAS, the Korean people have been subsidizing the purchase of Alaskan coal in order to meet its commitments to the State of Alaska, Suneel Alaska Shipping Co. and Usibelli Coal Mine, Inc., and WHEREAS, the purchaser of Alaska Coal, Korea Electric Power Company, has given firm notice that it will no longer pay a premium to purchase Alaskan coals, and WHEREAS, earlier this year Governor Hickel requested a capital funding appropriation as a foundation for an export coal development strategy; which request could not be approved by the legislature on the short notice available to it, and WHEREAS, many Alaskan and Seward jobs are dependent on our coal production in Healy and its transportation by the Alaska Railroad to the Port of Seward, and WHEREAS, Alaska is now at a crossroads regarding its long term presence in the international coal market due to new mines coming on-stream during the summer of 1992, and a changing political climate in Korea, and WHEREAS, it is vital to maintain the export of Alaska coal in order to position the state for an expected increase in the demand for coal which is expected to occur in the mid-1990's, and WHEREAS, the State has some ability to affect the delivered price of coal to Korea Electric Power Company thru the use of changes to the mining license tax, coal royalties, rail transportation and coal terminal leases, wharfage rates and other fiscal mechanisms, and WHEREAS, the State should receive a significant financial return on its investment in the retention of export coal if it is successful in maintaining the Alaskan coal export. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: . . CITY OF SEWARD, ALASKA RESOLUTION NO. 92-102 Section 1. AU appropriate actions be taken by the State of Alaska to retain the export of coal to Korea including the adjustment of fees and charges, including rail transportation and handling charges) to the point where Alaskan coal can remain competitive in the world marketplace.
