CITY OF SEWARD, ALASKA
RESOLUTION NO. 92-137
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AWARDING A PROFESSIONAL
SERVICES CONTRACT TO KUMIN & ASSOCIATES
FOR CITY HALL ELEVATOR DESIGN
WHEREAS, the state of Alaska Court System has advised the city that funds will
be forthcoming for construction of an elevator for city hall; and
WHEREAS, John Kumin and Associates, Architects, have, under an earlier contract,
designed an elevator for the city hall building and more recently have completed an
access study of the building for the Court System; and
WHEREAS, Kumin and Associates are a well qualified professional architectural
service firm that has performed other work for the city; and
WHEREAS, Section 6.10.120 of the Seward City Code exempts the purchase of
professional services from the competitive procurement process;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. It is in the public interest to waive competitive proposals for
professional services to design an elevator for city hall.
Section 2. The City Manager is authorized to award a contract to Kumin and
Associates to design and provide certain construction services for an elevator in city hall
for a negotiated fee not to exceed $15,000.
Section 3. The award of this contract shall be subject to the receipt of state funds
for elevator design and construction.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
24th day of August, 1992
