CITY OF SEWARD, ALASKA
RESOLUTION NO. 99-103
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, DETERMINING IT TO BE IN THE PUBLIC INTEREST TO
PROCEED WITH THE SPECIAL IMPROVEMENT DISTRICT CALLED
THE MARATHON VIEW II ELECTRICAL IMPROVEMENT DISTRICT
WHEREAS, A public hearing was held on May 24, 1999 pursuant to ~ 5.20.025 of the
Seward City Code to receive public comment on the proposed establishment of the Marathon View
II Improvement District for the purpose of installing electrical service to 28 property owners; and
WHEREAS, The City Council directed the administration to proceed with a financial
analysis and recommend a method for financing in an amount not-to-exceed $100,000 to cover
the cost of installing "Backbone" electrical facilities in Marathon View II Subdivision; and
WHEREAS, after a full review by the City Council of all the facts and opinions presented,
it is hereby found and determined that the proposed special improvement district is necessary and
will benefit the property assessed;.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The special improvement district called the Marathon View II Electrical
Improvement District to cover an area described as follows:
Marathon View II Subdivision, Block 1, Lots 1-17 and Tract A, Block 2, Lots 1-8,
Stewart Subdivision, Block 1, Lots 1 and 9
shall proceed.
Section 2. That the City Manager is hereby authorized and directed to proceed with the
design and construction of the proposed improvement.
Section 3. That the City Manager is hereby authorized and directed to keep account of all
of the costs of the improvement including acquisition of interests in land for the improvement
including design, engineering, administration, overhead, professional services, guarantee fimd, bond
or loan costs and interest incurred as a result ofthe improvement, and all other costs resulting from
the construction of the improvement.

Section 4. That funds in the amount of$l 00,000 in the Electric Enterprise Fund are hereby
authorized to finance the Marathon View II Electrical Improvement District.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 26 day
ofJuly, 1999.
