CITY OF SEWARD, ALASKA
RESOLUTION NO. 92-159
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROVING CHANGE ORDER NO.2
TO THE CH2M HILL CONTRACT TO PROVIDE PROJECT
MANAGEMENT SERVICES DURING CONSTRUCTION OF THE
LOWELL POINT SEWAGE LAGOON
WHEREAS, CH2M Hill was awarded a professional service contract to dL'Sign the
repairs necessary to restore the Lowell Point Sewage Treabnent Lagoon; and
WHEREAS, the Alaska Department of Environmental Conservation and the U. S.
Environmental Protection Agency have certain standards for design and operation that
must be met; and
WHEREAS, the contract with CH2M Hill requires that it warrant that the design
will meet these standards; and
WHEREAS, CH2M Hill cannot be held responsible for the design unless it also
provides construction management services and approves any changes affecting the
design or construction procedures; and
WHEREAS, ADEC and USEPA will require extensive documentation of the
construction and start-up of the Lagoon, and CH2M Hill, as construction manager of the
project, will be able to provide this documentation; and
WHEREAS, the city does not have sufficient staff available or experienced in
construction of sewage treabnent lagoons to properly manage the project and respond
to all of the requirements of the regulatory agencies;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Change Order No.2 to the CH2M Hill professional services agreement,
which provides for project management services during the construction of the Lowell
Point Sewage Lagoon for an estimated cost of $114,000, is hereby APPROVED.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
28th day of September, 1992.
