CITY OF SEWARD, ALASKA
RESOLUTION NO. 92-165
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AMENDING THE SEWARD MARINE INDUSTRIAL
CENTER SHIPLIFf SYSTEM TARIFF NO.1 SETTING THE ANNUAL
AVAILABILITY COST FEE; PROVIDING FOR MONTHLY PAYMENT OF THE
AVAILABILITY COST FEE; AND TO PROVIDE A DECLINING BLOCK RATE
FOR ELECTRICAL SERVICE PROVIDED BY THE HARBOR DEPARTMENT
WHEREAS, Subsection 230(B) of the SMIC Shiplift System Tariff No. 1 provides
that the City Council shall set the Availability Cost figure for a one year period; and
WHEREAS, the City Council has adopted the FY 1993 Harbor Enterprise budget
based on an annual Availability Cost Fee of $300,000; and
WHEREAS, the City Council wishes to amend the Shiplift System Use Permit
adopted by SMIC Shiplift System Tariff No.1 to provide that the Availability Cost Fee
will be collected monthly instead of quarterly; and
WHEREAS, Subsection 220 A.2(b) of the SMIC Shiplift System Tariff No.1
Amendment No.2, provides a cost of $0.20 per KWH for electric service provided by the
Harbor Department; and
WHEREAS, it is in the public interest to establish a declining block rate for such
electrical service in order to provide large energy users a more favorable rate while still
allowing the Harbor Department to recover its costs;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Amendment No.3, to the city of Seward SMIC Shiplift System Tariff
No.1, a copy of which is attached and incorporated herein by reference, is hereby
approved.
Section 2. This resolution shall take effect after filing with the Federal Maritime
Commission as required by law.
Section 3. The City Manager is directed to collect the Availability Cost Fee as
adopted by this resolution.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
