Sponsored by: Schaefermeyer CITY OF SEWARD, ALASKA RESOLUTION NO. 92-185 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, APPROVING A CONTRACT WITH DAMES & MOORE TO PROVIDE A REMEDIATION PLAN AND TESTING OF SOIL AT FORT RAYMOND SUBSTATION WHEREAS, the soil at the Fort Raymond Substation Generator Facility has become contaminated with oil over many years due to various small fuel spills; and WHEREAS, in order to comply with Alaska Deparbnent of Environmental Conservation (ADEC) regulations, it is necessary for a third party to oversee the cleanup and disposal of the contaminated soil, determine the extent of contamination, take and test samples and provide reports to the ADEC; and WHEREAS, the city requested proposals from qualified firms with three firms responding; and WHEREAS, Dames & Moore proposed to provide soil sampling at the Fort Raymond Substation for an estimated cost of $7,637.00; and WHEREAS, it is in the public interest to expedite sampling and reporting of possible pollutions at Fort Raymond Substation without full utilization of the city bid procedure; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Manager is authorized to award a contract to Dames & Moore for environmental soil sampling at Fort Raymond Substation for $7,637.00 with a project contingency of $5,000 for a total project cost of $12,637.00. Section 2. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 16th day of November, 1992.
