CITY OF SEWARD, ALASKA
RESOLUTION NO. 92-195
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROVING A PROFESSIONAL SERVICES
AGREEMENT WITH R. W. BECK TO PERFORM UTILITY RATE SURVEYS
WHEREAS, a request for proposals to perform a rate study for the electric, water
and sewer utilities was properly advertisedj and
WHEREAS, four firms responded to the city's RFPj and
WHEREAS, all firms responding were found to be qualified to provide the servicej
and
WHEREAS, R. W. Beck was determined to be the best qualified firm to conduct
the rate studies because of its broad expertise in electric, water and wastewater costs; and
WHEREAS, the low bidder, Power Engineers, lacks comparable experience in
water and wastewater utilitiesj and
WHEREAS, the city's request for proposals stated that the selection of a consultant
to perform the rate studies would be determined by qualifications, not lowest cost to the
city;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to execute a professional
services agreement with R. W. Beck to complete electric, water, and wastewater rate
studies for the city of Seward for a not to exceed price of $75,000.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
28th day of December, 1992.
