CITY OF SEWARD, ALASKA
RESOLUTION NO. 93-027
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, IDENTIFYING ENHANCEMENT PROJECTS
AND SETTING PRIORITIES FOR THE SIX-YEAR PLAN
REQUIRED BY FHWA FOR THE ISTEA PROGRAM
WHEREAS, the Kenai Peninsula Borough has requested certain highway
enhancement projects to be included in the Federal Highway Administration's (FHWA)
Fiscal Year 1994 Plan; and
WHEREAS, city of Seward administrative officials recommended as a first priority
an historic preservation project including beautification, antique street lights and
landscaping for downtown Seward; and
WHEREAS, the administration's recommended list included four other projects
that may be included in the FHW A six-year plan as enhancement projects for later years;
and
WHEREAS, the Borough Assembly included the administration's top priorities in
the overall borough list to be submitted to the Alaska Department of Transportation and
Public Facilities for inclusion in the six-year plan for Fiscal Year 1994 funding; and
WHEREAS, FHWA regulations require local public hearing and Council action
prior to approving a project for funding under the ISTEA Program; and
WHEREAS, a public hearing was conducted at the March 8, 1993, regular meeting
of the City Council to solicit comment regarding the proposed priority funding list; and
WHEREAS, it is possible that additional FHWA funds may become available on
short notice for approved projects that can be started very quickly;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. It REAFFIRMS that the Seward Historic Preservation Project consisting
of downtown beautification including installation of antique street lights and landscaping
is the number one Seward Highway Enhancement Project priority.
Section 2. The following additional highway enhancement projects are approved
and recommended to the Kenai Peninsula Borough and the State of Alaska to be
included in the six-year plan required by the FHW A for the ISTEA Program:

Priority 2.
Bike path in Seward on the designated lditarod Trail Route
shown in the Kenai Peninsula Borough Trails Plan and the
Seward Comprehensive Plan [Estimated Cost - $150,000;
located on City and Borough property]
Priority 3.
Restrooms and RV dump stations adjacent to the Chamber of
Commerce Office on the Seward Highway or in the Small
Boat Harbor
Priority 4.
Restore and refurbish the historic railroad terminal which is
listed on the National Historic Register and is currently used
as an office for the Marine Highway System [Estimated cost -
$100,000; City-owned facility]
Priority 5.
New Railway Station shelter in the Small Boat Harbor to
include pedestrian amenities, landscaping, restrooms, etc.
The facility is the Seward terminal of the Alaska Railroad and
would be located on City and/or ARR property. [Estimated
cost - $75,000]
Priority 6.
Bike path for designated lditarod Trail from Seward Highway
along Nash Road to Sawmill Creek and beyond [Cost not
estimated]
Priority 7.
Town square park dedicated to city founder John Ballaine
Section 3. A copy of this resolution will be provided to the Kenai Peninsula
Borough with the recommendation that the projects be included in the six-year plan of
enhancement projects to be funded by the ISTEA Program.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
8th day of March, 1993.
