RESOLUTION NO. 93-028
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROVING THE PURCHASE OF A
TRANSFORMER WITHOUT UTILIZATION OF CITY BID PROCEDURES
WHEREAS, Seward Forest Products has requested electrical service for
approximately 1000 KW of load at its plant located in the Seward Marine Industrial
Center area; and
WHEREAS, the Electric Department is prepared to reconductor and extend the
primary conductors to the northeast comer of the plant where a 1000 KV A, 12.5 KV-
480/277 Volt transformer will be installed; and
WHEREAS, the Electric Department's initial informal solicitation of quotes for its
suppliers indicated that the price of the transformer would be within the $10,000 limit for
purchases outside the scope of Code provisions requiring competitive bidding; and
WHEREAS, once discussions were initiated with the city's suppliers, it was found
that the quotes submitted did not include taps enabling the department to raise or lower
voltages at the service location or stainless steel construction which is necessary in a
marine environment; and
WHEREAS, the addition of these two items raised the quotes above the $10,000
limit; and
WHEREAS, there is now insufficient time to advertise a request for bids as
required under the City Code; and
WHEREAS, ~ 6.10.130 of the City Code provides an exemption from normal bid
procedures if the Council finds that such a waiver is in the public interest; and
WHEREAS, the administration contacted five known suppliers of transformers and
requested bids from them; and
WHEREAS, the lowest price bid was submitted by Westinghouse, and this bid was
found to meet all of the specifications set forth in the city's informal request for bids;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:

Section 1. It is in the public interest to waive the competitive bid process for the
purchase of a 1000 KV A transformer to serve Seward Forest Products.
Section 2. The City Manager is hereby authorized to issue a purchase order to
Westinghouse for the purchase of a 1000 KV A transformer for a price not to exceed
$11,849.00.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
8th day of March, 1993.
