CITY OF SEWARD, ALASKA
RESOLUTION NO. 93-033
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, SUPPORTING PASSAGE OF
HOUSE BILL 116 (NATURAL GAS ROYALTY)
WHEREAS, House Bill 116 will resolve a royalty issue concerning the cost of
natural gas consumed by the Chugach Electric Association; and
WHEREAS, Chugach Electric Association is the wholesale provider of electric
power for the City of Seward; and
WHEREAS, retroactive collection of royalties as proposed by the Alaska
Department of Natural Resources would be costly and unfair to Seward Electric Utility
customers and could increase the cost of electric power to a level that would discourage
industrial development in this community; and
WHEREAS, HB 116 does not set new policy regarding royalty values assessed on
gas and electric utilities and its passage will not impact state revenues;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. It is in the public interest to support passage of HB 116 which requires
the Alaska Department of Natural Resources to use the same methodology for
determining the royalty values for federal leases as provisions of AS 38.05.180 requires
for state leases.
Section 2. A copy of this resolution shall be provided to Senators Drne Pearce,
Steve Frank and Suzanne Little and Representative Gary Davis.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
22nd day of March, 1993.
