Sponsored by: Tones CITY OF SEWARD, ALASKA RESOLUTION NO. 93-053 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, APPROVING A SERVICE CONTRACT WITH GENERAL ELECTRIC TO PERFORM MAINTENANCE ON SUBST A nON TRANSFORMERS WITHOUT FULL UTILIZA nON OF CITY BID PROCEDURES WHEREAS, in March, 1993, the city received notification the tap changers in the city's generators required immediate maintenance to avoid the possibility of catastrophic failure of the units; and WHEREAS, the city solicited quotes from contractors capable of performing the necessary maintenance work on the substation transformers; and WHEREAS, quotes were received from two contractors, with General Electric submitting the low estimate of $15,000; and WHEREAS, it is desirable to have General Electric perform the maintenance since the units were manufactured by General Electric; and WHEREAS, General Electric's crews will be on the Kenai Peninsula for the period April 30th through May 7th, 1993; and WHEREAS, delaying approval of this resolution until the May 10th meeting would result in a greater cost to the city to bring the contractor back to the Peninsula to perform the maintenance; and WHEREAS, the city cannot risk the possibility of failure of the transformers which could occur if maintenance is deferred; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. It is in the public interest to authorize the emergency addition of this resolution to the April 26, 1993, Council agenda since delaying approval of a contract for maintenance of the generators could result in the catastrophic failure of the units and would result in increased costs to the city of Seward. Section 2. It is in the public interest to waive formal bid procedures for the award of a contract for transformer maintenance. . . . CITY OF SEWARD, ALASKA RESOLUTION NO. 93-053 Section 3. The City Manager is hereby authorized to execute a contract on behalf of the city of Seward with General Electric to perform necessary maintenance on four substation transformers and 8 rec10sers for a total contract price not to exceed $15,000, plus a contingency of $1,500, for a total project budget of $16,500. Section 4. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 26th day of April, 1993.
