Sponsored by: Tones CITY OF SEWARD, ALASKA RESOLUTION NO. 93-054 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AWARDING A CONTRACT FOR FINAL REMOVAL AND DISPOSAL OF SLUDGE FROM THE LOWELL POINT SEWAGE LAGOON WHEREAS, the city of Seward is under an EPA Compliance Order requiring that the Lowell Point Sewage Lagoon must be repaired and returned to service by the end of October 1993; and WHEREAS, VRCA Environmental Services was awarded a contract in the fall of 1992 to remove sludge and debris from the Lowell Point Sewage Lagoon and was not able to complete the work due to heavy rainfall and extremely cold weather during November 1992; and WHEREAS, it was not possible to determine the amount of work still needed until the week of April 20, 1993, when the ice and snow cover melted from the Lagoon; and WHEREAS, it was determined that the remaining sludge must be removed by May 31, 1993, in order for Construction & Rigging to begin construction work by June 1st and complete the project by October 1993; and WHEREAS, since there was not sufficient time to publicly advertise the work, VRCA was requested to return and complete the work, and concurrently, sealed bids were requested from Construction and Rigging and local contractors having the capability to perform the work; and WHEREAS, VRCA claims to have completed the work required under its contract and has agreed not to resume work on the lagoon unless compensation is paid at cost plus 15 percent; and WHEREAS, METCO, Inc., submitted a bid responsive to the conditions specified in the required bid packet; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. It is in the best interest of the public to waive formal bid procedures outlined in Title 6 of the Seward City Code. . . . CITY OF SEWARD, ALASKA RESOLUTION NO. 93-054 Section 2. The City Manager is hereby authorized to award a contract to METCO, Inc., to remove and dispose of sludge from the Lowell Point Sewage Lagoon by May 31, 1993, for an estimated amount totalling $67,400, subject to recommendation of the City Attorney and approval of DEe. Section 3. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 29th day of April, 1993.
