RESOLUTION NO. 93-070
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROVING A CONTRACT FOR CITY
HALL ELEVATOR CONSTRUCTION AND APPROPRIATING FUNDS
WHEREAS, maintenance of the city hall building is the responsibility of the city
of Seward, and the second floor of the building does not meet accessibility requirements;
and
WHEREAS, under the terms of a Transfer of Responsibilities Agreement (TORA)
with the State of Alaska, the City has agreed to install an elevator in City Hall; and
WHEREAS, funds totalling $215,000 were received from the State of Alaska for
design and construction of the elevator; and
WHEREAS, approximately $200,000 remains from the grant after deducting
architect fees and City staff fees; and
WHEREAS, the City has solicited and publicly advertised for bids to construct the
elevator; and
WHEREAS, one bidder, Swenson Construction, responded with a bid totalling
$270,526; and
WHEREAS, since the bid was greater than the available funds, Swenson
Construction has agreed to change the scope of the work and to reduce the cost to install
the elevator to $224,726 and the cost to provide and install the fuel tanks to $23,200 for
a total project cost of $247,926; and
WHEREAS, the cost of constructing the elevator, not including provision and
installation of the fuel tanks, is estimated to be $230,000; and
WHEREAS, installation of the fuel tanks will be deferred until Fiscal Year 1994;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to award a contract to Swenson
Construction to install an elevator in city hall for an amount totalling $224,726 with a
project contingency of $5,274 for a total project cost of $230,000.

Section 2. The sum of $24,000 is hereby appropriated from the Capital Acquisition
Fund Account No. 103-3070, the sum of $6,000 is appropriated from the General Fund
Fund Balance Account No. 101-3070 and the sum of $30,000 is appropriated to the City
Hall Elevator Project Account No. 204-2040-5390.
Section 3. Installation of the fuel tanks will be deferred until after July 1, 1993.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
24th day of May, 1993.
