CITY OF SEWARD, ALASKA
RESOLUTION NO. 93-086
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT WITH BIG-M CORPORATION FOR
DESIGN AND CONSTRUCTION OF OIL CONTAINMENT FACILITIES
AT THE Fr. RAYMOND SUBSTATION AND APPROPRIATING FUNDS
WHEREAS, the Electric Department currently has four above-ground fuel storage
tanks at Ft. Raymond Substation for the storage of up to 54,000 gallons of diesel fuel for
use by the city's standby generators; and
WHEREAS, these tanks are single-wall construction and are surrounded by earth-
filled dikes for containment of any fuel spill; and
WHEREAS, the earth-filled dikes will not prevent spilled fuel from seeping into
the ground; and
WHEREAS, the city has made no provision for the containment of any fuel spilled
from the single-wall piping between the tanks and the generator units; and
WHEREAS, the single-wall tanks and piping is located within 300 feet of five
major water wells serving the city; and
WHEREAS, failure of anyone of the tanks or the piping could result in
contamination of the city's water supply; and
WHEREAS, replacement of these tanks was deferred from the FY 1992 budget
because the single bidder's proposal exceeded the amount budgeted for the project; and
WHEREAS, the original bidder, Big-M Corporation, has updated its proposal to
include installation of double-walled storage tanks; removal of any contaminated soil;
and installation of double-walled piping, sump pumps and a leak detection system; and
WHEREAS, funding for the project is available in the FY 1993 budget;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to issue a contract to Big-M
Corporation in accordance with its updated proposal to the city for replacement of oil
tanks at the Ft. Raymond Substation for a contract price of $219,736.

RESOLUTION NO. 93-086
Section 2. Special Project Account No. 05-500 totalling $230,722, including a
$10,986 contingency, is hereby established within the Electric Fund.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
14th day of June, 1993.
