RESOLUTION 99-167
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER, AS THE OFFICIAL
REPRESENTATIVE OF THE CITY OF SEWARD, TO APPLY FOR A $1.5
MILLION ECONOMIC DEVELOPMENT GRANT FROM THE ECONOMIC
DEVELOPMENT ADMINISTRATION FOR THE EAST HARBOR EXP AN-
SION PROJECT
WHEREAS, the City of Seward has been working to expand the small boat harbor for
several years; and
WHEREAS, the East Harbor Expansion Project is being engineered for contracting in early
2000; and
WHEREAS, this expansion of the harbor is estimated to cost approximately $13 million
of which $4 million will be federally funded and the remaining $9 million must be funded by the
City of Seward as the Project Sponsor; and
WHEREAS, the Administration is actively seeking additional federal funds, has requested
$3 million from the State of Alaska, is investigating other sources and a revenue bond to cover $3
million and has requested $1 million from the Economic Development Administration (EDA); and
WHEREAS, initial contact with various representatives of the EDA and Economic
Development District have shown interest and support of the project and a very favorable first
review; and
WHEREAS, the EDA process includes a pre-application which requires local govern-
ment support and authorization for the Manager to sign as an official representative of the City;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized, as the official representative of the City of
Seward, to apply for a $1.5 million economic development grant from the Economic Develop-
ment Administration.
Section 2. If successful, the grant money would be placed in the East Harbor Expansion
Capital Project Account.

Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 13
day of December, 1999.
