Sponsored by: lones CITY OF SEWARD, ALASKA RESOLUTION NO. 93-150 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, REAFFIRMING THE INITIATION OF PAID PARKING IN THE SMALL BOAT HARBOR PARKING LOTS AND CONTINUING THE PARKING COMMITTEE UNTIL JUNE 30,1994 WHEREAS, in 1992, the Mayor appointed an hoc committee to address parking problems in the Small Boat Harbor area; and WHEREAS, the Committee developed a parking management plan which was subsequently adopted by the City Council and implemented during the 1993 tourist season; and WHEREAS, during the FY 1994 budget process, the Council determined that paid parking in city-owned lots would be an important revenue source for the general fund and included $76,500 of parking revenues in the FY 1994 budget; and WHEREAS, acting upon the Council's directive to provide for paid parking, the administration has reconvened the Parking Committee to address operational and other concerns regarding the implementation of paid parking in the Small Boat Harbor; and WHEREAS, continued involvement of the Committee will assist the administration in defining the issues and clarifying alternatives for review by the Council; and WHEREAS, the Committee has asked that the Council review the make-up of the Committee and to determine its mission if it is the desire of the Council to continue the Committee's existence through the end of the fiscal year; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The administration is instructed to provide a plan for paid parking in the Small Boat Harbor which will generate projected FY 1994 revenues to the city's general fund in the amount of $76,500. Section 2. The ad hoc Small Boat Harbor Parking Committee will consist of a representative from the City Council, the Planning Commission, the Port and Commerce Advisory Board and the Chamber of Commerce and four administrative staff members including the Deputy City Manager, the Harbormaster, the Chief of Police and the Community Planning Director and will continue until June 30, 1994, at which time it will be dissolved absent specific action of the City Council. . . . CITY OF SEWARD, ALASKA RESOLUTION NO. 93-150 Section 3. The Small Boat Harbor Parking Committee is hereby directed to assist in the development of a paid parking plan for the Small Boat Harbor and to present this plan to the City Council for approval at a later date. Section 4. The Small Boat Harbor Parking Committee is further instructed to conduct all of its meetings in a properly advertised open forum to allow for input from all those with an interest in the development of the paid parking plan. Section 5. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 25th day of October, 1993.
