Sponsored by: Schaefermever CITY OF SEWARD, ALASKA RESOLUTION NO. 89-103 A RESOLUTION OF THE eITY COUNCIL OF THE CITY OF SEWARD, ALASKA, DECLARING A STATE OF DISASTER IN THE CITY OF SEWARD AND REQUESTING ASSISTANCE WHEREAS, commencing on August 25, 1989,the city of Seward sustained losses and threat to life and property resulting from torrential rains; and WHEREAS, the city of Seward is a political subdivision within the state of Alaska; and WHEREAS, the following conditions exist as a result of the disaster: extensive damage to roads, bridges, flood control dikes and levees, water and sewer facilities, power and harbor facili- ties, as well as personal and real property; and WHEREAS, the threat of danger or further damages continues to exist in Seward with further rains anticipated by the National Weather Service; and WHEREAS, the emergency measures taken and to be taken to prevent further damage or protect life and property within the city of Seward are estimated to have a cost in excess of Two Hundred Seventy-Five Thousand Dollars ($275,000); and WHEREAS, further repairs and damage mitigation will be necessary; and WHEREAS, the severity and magnitude of the emergency is beyond the timely and effective response capabilities of local resources; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. A disaster emergency is declared to exist within the city of Seward. section 2. Further, it is requested that the Governor declare a disaster emergency to exist as provided for in AS 26.23 and provide such assistance as is requested and/or request additional assistance from the President or appropriate federal agencies where state capability is not adequate. Section 3. Furthermore, the CITY COUNCIL CERTIFIES that the city of Seward has or will expend resources as a result of this disaster for which no state or federal reimbursement will be -1- . . . CITY OF SEWARD, ALASKA RESOLUTION NO. 89-l03 requested and which constitutes a substantial expenditure on the part of the city of Seward. section 4. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 28th day of August, 1989.
