CITY OF SEWARD, ALASKA
RESOLUTION NO. 89-107
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, URGING THE KENAI PENINSULA
BOROUGH ASSEMBLY TO ENACT LEGISLATION MANDATING
EARLIER CLOSURES FOR LIQUOR ESTABLISHMENTS
WITHIN THE BOROUGH
WHEREAS, alcohol abuse has placed an ever increasing burden
on city police departments and health care facilities within the
borough; and
WHEREAS, the city of Seward has determined that the logical
first step in its efforts to decrease this financial burden on the
taxpayers of the community was the shortening of hours of operation
of bars and liquor establishments within the community; and
WHEREAS, on August 28, 1989, the Seward City Council enacted
Ordinance No. 619, providing that alcohol may not be sold between
the hours of 2:00 a.m. and 10:00 a.m. on any day; and
WHEREAS, some community members have expressed a concern that
this earlier bar closure might entice intoxicated persons to drive
beyond the city limits once bars within the city close in order to
visit those establishments not affected by Ordinance No. 619; and
WHEREAS, a borough-wide prohibition against selling alcoholic
beverages between 2:00 a.m. and 10:00 a.m. daily would alleviate
this concern and would be an important first step in the Assembly's
commitment to addressing the problems of alcohol abuse throughout
the borough;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Kenai Peninsula Borough Assembly is hereby
urged to enact legislation mandating the closure of all liquor
establishments within the borough between the hours of 2:00 a.m.
and 10:00 a.m. daily.
Section 2. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 11th day of September, 1989.
