CITY OF SEWARD, ALASKA
RESOLUTION NO. 89-113
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AWARDING A PROFESSIONAL SERVICES AGREEMENT TO
HYETT-PALMA, INC. FOR COMPLETION OF AN UPDATE OF THE
SEWARD COMPREHENSIVE PLAN
WHEREAS, Doyle Hyett and Dolores Palma, principals of Hyett-
Palma, Inc., are both professional community planners; and
WHEREAS, Hyett-Palma, Inc. has worked with the city of Seward
for the past two years in the development of a management strategy
for invigorating the Seward business community, a market profile,
and support to the Seward Enhancement Association to carry out the
management strategy; and
WHEREAS, the city has been satisfied with the professionalism
and the quality of work displayed by Hyett-Palma, Inc.; and
WHEREAS, Hyett-Palma, Inc. has developed a good working
relationship with many people in the business community, including
planning commissioners, chamber of commerce members, city council
members and city staff, as well as having gained intimate knowledge
of many of the development issues facing the city of Seward; and
WHEREAS, Hyett-Palma,
accomplish an update of the
not to exceed $30,000,
expenses; and
Inc. has submitted a proposal to
Seward Comprehensive Plan for an amount
including professional services and
WHEREAS, the city of Seward has received funding from the
Kenai peninsula Borough for the update of the Seward comprehensive
Plan; and
WHEREAS, section 6.l0.l20(A) (8) exempts professional service
contracts from standard bid procedures;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to award a
contract to Hyett-Palma, Inc. to perform planning consultant
services to update the Seward Comprehensive Plan for a total
contract amount not to exceed Thirty Thousand Dollars ($30,000.00).
section 2. Funding for a contract to complete an update of
the Seward Comprehensive is available in special revenue account
142-1150 and the Community Development budget.

section 3. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 25th day of September, 1989.
