CITY OF SEWARD, ALASKA
RESOLUTION NO. 89-116
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AWARDING A PROFESSIONAL
SERVICES AGREEMENT TO DAVID M. GRIFFITH AND
ASSOCIATES, LTD., TO PROVIDE AN INDIRECT
COST STUDY FOR THE CITY
WHEREAS, the city of Seward uses indirect cost rates to charge
capital projects, special revenue funds and other grants for
administrative overhead that cannot be directly charged to those
projects; and
WHEREAS, the most recent indirect cost study for the city was
performed by Bigler, Kohler & Obendorf in 1985 using FY 1984 city
cost figures; and
WHEREAS, state and federal granting agencies require that the
city provide updated documentation to justify the indirect rate
charged by the city; and
WHEREAS, the city requested proposals from Price Waterhouse
and from David M. Griffith and Associates, Ltd., (DMG) to provide
an indirect cost study for the city; and
WHEREAS, DMG specializes in providing cost studies for
municipalities and private companies; and
WHEREAS, the DMG proposal is based on a cost recovery approach
which should lead to an increase in the funds recovered by the city
from capital projects and enterprise funds; and
WHEREAS, the potential for increased cost recovery outweighs
the higher cost of the DMG proposal;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to execute a
professional services agreement with David M. Griffith and
Associates, Ltd., in an amount not to exceed Sixteen Thousand, Five
Hundred Dollars ($16,500.00) to provide an indirect cost study of
city overhead and to assess whether the city is fully recovering
its costs from the state for management of the city jail.
Section 2. This resolution shall take effect immediately upon
its adoption.
