Sponsored by: Schaefermeyer CITY OF SEWARD, ALASKA RESOLUTION NO. 89-142 A RESOLUTION OF THE CITY eOUNCIL OF THE CITY OF SEWARD, ALASKA, ADOPTING A COORDINATED PROTECTIVE CUSTODY PLAN AND APPROPRIATING FUNDS FOR REIMBURSEMENT FOR SERVICES FOR THE HANDLING OF PROTECTIVE CUSTODY CASES WHEREAS, the City of Seward has been given the responsibility to provide custody and care to those individuals requiring medical and custodial treatment for public inebriation through Title 47; and WHEREAS, the City of Seward, its Police Department and Seward General Hospital have been providing such services and are in need of a standard course of action to coordinate their services; and WHEREAS, the Seward Life Action Council has been able to attain state funds for reimbursement for medical care and for treatment programs for those requiring substance abuse counseling; and WHEREAS, the above-listed agencies have been able to formulate a coordinated plan of action in dealing with the public inebriate clients; and WHEREAS, the City of Seward wishes to adopt the plan and to extend the length of the plan in order to assure that proper services will be offered and remain available for a longer length of time after the state funds acquired by the Seward Life Action Council are depleted; to ensure the city's liability risk in dealing with the public inebriate problem; NOW, THEREFORE, BE IT RESOLVED BY THE CITY eOUNCIL OF THE eITY OF SEWARD, ALASKA, that: Section 1. The City Council of the City of Seward shall adopt the Protective Custody Plan formulated by the Seward Police Department, Seward General Hospital and the Seward Life Action Council as the city's established procedure in dealing with the public inebriates. Section 2. The City Council shall expect the agencies to follow the procedures established by the Protective Custody Plan and expect their cooperation in order to lessen the liability risk to the City. -1- . . . The City Council shall contribute Nineteen Thousand Eight Hundred Dollars, ($19,800.00) to the Seward Life Action Council to be used for medical treatment reimbursements described in the Protective Custody Plan, with the understanding that the city funds shall by used in conjunction with state funds on a matching basis. City funds shall be appropriated from account #101-0000-4120-0100 to expense account 1101-1187-5610 of the General Fund balance. Section 4. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 11th day of December, 1989.
