Sponsored by: Schaefermever CITY OF SEWARD, ALASKA RESOLUTION NO. 90-001 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, REQUESTING THE U.S. ARMY CORPS OF ENGINEERS TO CONDUCT STUDIES TO DETERMINE THE FEASIBILITY OF EXPANDING THE EXISTING SEWARD SMALL BOAT HARBOR WHEREAS, section 107 of the Rivers and Harbors Act as amended, authorized the U.s. Army Corps of Engineers to conduct studies to determine the feasibility of developing a small navigational improvement: and WHEREAS, an earlier study of the proposed Small Boat Harbor Navigational Improvement by the u.S. Army Corps of Engineers in April, 1982, determined that it was not feasible to expand the Seward Small Boat Harbor to the south for various reasons, including an unsatisfactory benefit/cost ratio due to insufficient capacity, high cost of conventional breakwaters, restriction to the salmon spawning channel and potential earthquake hazard; and WHEREAS, it now appears possible to increase the capacity by enlarging the harbor and to reduce the cost and impact on salmon spawning by use of new technology of wave barriers in place of massive breakwaters, thus improving the benefit/cost ratio and mitigating the earthquake risk: and WHEREAS, the demand for small boat moorage has continued to increase and is projected to increase in the future; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: section 1. The city Of Seward requests the U.S. Army Corps of Engineers to conduct studies to determine the feasibility of developing a small navigation improvement at the Seward Small Boat Harbor under authority of section 107 of the River and Harbors Act, as amended. Section 2. It is understood that, if it is found feasible and advisable to develop a small navigation project at the Seward Small Boat Harbor, the City of Seward would be required before construc- tion commences to enter into a contractual agreement that it will provide such local cooperation as may be prescribed by the Secretary of the Army. -1- . . . CITY OF SEWARD, ALASKA RESOLUTION NO. 90-001 section 3. The City Clerk, of the City of Seward shall be, and is hereby, directed to transmit three copies of this resolution to the District Engineer, Alaska District, U. S. Army Corps of Engineers. Section 4. This Resolution shall take effect immediately upon adoption. PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 8th day of January, 1990.
