CITY OF SEWARD, ALASKA
RESOLUTION NO. 90-043
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AWARDING A CONTRACT FOR
THE DISPOSAL OF PCB-CONTAMINATED MATERIALS
WITHOUT FULL UTILIZATION OF CITY BID PROCEDURES
WHEREAS, the Kenai Peninsula Borough has retained Northwest
Enviroservice, Inc., to perform the acceptance, transportation and
disposal of wastes obtained in the annual KPB Spring Hazardous
Waste Cleanup; and
WHEREAS, the city is testing transformers, and in the event
PCB-contaminated transformers are found, a cost savings for
disposal of these materials can be realized if the city utilizes
the borough's on-site contractor for such disposal;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. It is in the public interest to waive bid
procedures for contracting of disposal of hazardous waste materials
for the city.
Section 2. The City Manager is authorized to enter into a
professional services agreement with Northwest Enviroservice, Inc.,
in an amount not to exceed Fifty Thousand Dollars ($50,000).
Section 3. A project account of Fifty-Five Thousand Dollars
($55,000), including a change order contingency of Five Thousand
Dollars ($5,000), is hereby established.
Section 4. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 14th day of May, 1990.
