HomeMy WebLinkAboutRes1996-136 r , , Sponsored by: Garzini CITY OF SEWARD, ALASKA RESOLUTION NO. 96-136 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AWARDING THE SURPLUSED FLOAT SECTIONS FROM X-FLOAT TO SEWARD SHIP'S DRYDOCK WHEREAS, on August 30, 1996, the City issued a request for proposals for the disposition of the surplused float sections from X-Float; and WHEREAS, proposals were received from Seward Ship's Drydock (SSD) and from Quality Marine of Alaska (QMA); and WHEREAS, although both proposals have merit and will provide badly-needed dock space for repair work on vessels, the QMA proposal would require an up-front investment by the City estimated at $135,600 to be repaid by QMA over a 5-year period; and WHEREAS, because of various financial pressures and needs within the Harbor Enterprise Fund, the Harbor cannot afford to make a grant or loan to QMA as provided in its proposal; and WHEREAS, SSD proposes to establish new dock space for the City at no expense to the City; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Council hereby selects the proposal submitted by Seward Ship's Drydock for award of surplused float sections from X-float in response to the City's request for proposals dated August 30,1996. Section 2. The City Manager is hereby directed to negotiate an agreement for the transfer of the X-float sections to Seward Ship's Drydock and matters related to their use, ownership, and related uplands issues. Section 3. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 14th day of October, 1996.
