CITY OF SEWARD, ALASKA
RESOLUTION NO. 96-139
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROVING A PURCHASE ORDER
FOR REPAIR OF GENERA TOR NO.4 WITHOUT FULL UTILIZATION
OF CITY BID PROCEDURES AND APPROPRIATING FUNDS
WHEREAS, during the recent power outage, routine tests indicated excessive wear of the
engine on Generator NO.4 at the Ft. Raymond Substation; and
WHEREAS, Pacific Rim Diesel, the company that previously rebuilt the engine, analyzed
the problem as excessive wear on the rocker arm assembly and recommended replacement and repair
of the generator; and
WHEREAS, Seward depends on the City's generators to provide electricity in the event of
the failure of the power source from Chugach Electric Association; and
WHEREAS, since this is an emergency, it is in the best interest of the city that the repairs
be completed immediately without utilizing the city's formal bid procedures;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to issue a purchase order to Pacific Rim
Diesel for repairs of Generator No.4 for an amount not to exceed $25,000.
Section 2. The sum of$25,000 is hereby appropriated from the Electrical Enterprise Fund
Balance, Account No. 501-000-3050, to the Electric Standby Generation Maintenance and Repair
Account No. 501-5100-5380.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 14th day
of October, 1996.
