CITY OF SEWARD, ALASKA
RESOLUTION NO. 96-142
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, URGING THE KENAI PENINSULA
BOROUGH ASSEMBLY TO ENACT KPB ORDINANCE NO. 96-39,
PROVIDING FOR LIMITED BOROUGH-WIDE ANIMAL CONTROL
IN THE AREAS OUTSIDE CITIES
WHEREAS, the Kenai Peninsula Borough Assembly is considering enactment of an
ordinance to provide for limited borough-wide animal control in the areas outside cities; and
WHEREAS, wrrestrained domestic animals and pets create a substantial risk to the public's
health and safety; and
WHEREAS, the City of Seward has contracted with an area resident to provide animal
control services within the corporate limits of the City; and
WHEREAS, a significant portion of the contractor's time is spent responding to problems
occurring outside the City's corporate boundaries or providing care for animals abandoned in the
City by individuals residing outside the city limits; and
WHEREAS, it is in the public interest for the Kenai Peninsula Borough to enact legislation
providing for limited animal control in the areas outside the cities so as to protect the public from
the dangers presented by wrrestrained domestic animals and pets; and
WHEREAS, it is the desire of the City Council that the Borough bear the cost of addressing
animal control issues in those areas outside the corporate boundaries of cities within the Borough;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Kenai Peninsula Borough Assembly is urged to enact KPB Ordinance No.
96-39, providing for limited borough-wide animal control in the areas outside cities,
Section 2. In the event that this ordinance is not enacted, the Kenai Peninsula Borough
Assembly is hereby formally requested to provide funding for animal control enforcement in the
areas outside cities within the Borough.
Section 3. This resolution shall take effect immediately upon its adoption.
