HomeMy WebLinkAboutRes2000-016 I I I Sponsored by: Janke CITY OF SEWARD, ALASKA RESOLUTION 2000-016 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, OPPOSING SB 150 IN ITS PRESENT STATE; AND SUPPORT- ING THE EXPANSION OF THE CURRENT ALASKA HOUSING FINANCE CORPORATION RURAL HOUSING ASSISTANT PROGRAM INTO OTHER GEOGRAPHIC AREAS BY MODIFYING THE SPECIFICATIONS OF THE FUNDING PROGRAM WHEREAS, the Alaska Housing Finance Corporation has had significant success in rural areas of Alaska under the present rural loan program and has provided mortgage opportunities to those who might not have qualified under other programs, or where alternative lenders were not available; and WHEREAS, inequities in the current mortgage loan program regulations discriminate against many small communities in Alaska by offering preferential interest rate loans outside ofthe municipal boundaries; and WHEREAS, this program causes many cities not to grow or increase their tax base at a time when both state and local budgets are under fire; and WHEREAS, the City of Seward Strategic Plan encourages the construction of residential housing at all market levels inside the city, and supports in-fill development on vacant sites in already established areas of the city; and WHEREAS, Senate Bill 150, if passed in its proposed form, would eliminate the current rural program and create an economic hardship for the Alaskan resident currently served by this program; and WHEREAS, the existing proven program should be preserved and further expanded into other rural areas, including municipalities of slightly larger populations, creating similar economic benefits, and better housing opportunities in those areas and communities; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Council opposes SB 150 in its present form, and supports the preservation of the existing Alaska Housing Finance Corporation rural loan program. CITY OF SEWARD, ALASKA RESOLUTION 2000-016 Section 2. The City Council supports the expansion ofthe existing program to include areas and/or municipalities that meet the criteria established by the USDNRural Development definition of rural small communities (20,000 and under population). Section 3. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council ofthe City of Seward, Alaska, this 14 day of February, 2000.
