CITY OF SEWARD, ALASKA
RESOLUTION NO. 96-147
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, CONFIRMING THE MEMORANDUM
OF FURTHER EXCHANGES BETWEEN THE CITY OF SEWARD
AND THE CITY OF YOCHON, SOUTH KOREA
WHEREAS, the City of Seward has hosted an official delegation from the City of Y ochon,
South Korea, led by Mayor Chae-Ho Chung; and
WHEREAS, the City of Y ochon reciprocated by hosting an official delegation from Seward
led by Mayor Louis A. Bencardino; and
WHEREAS, as a result of meetings between representatives of the two cities, the Mayors
have executed a Memorandum of Further Exchanges between the City of Seward, Alaska, United
States of America, and the City of Y ochon, South Korea; and
WHEREAS, this Memorandum lays the groundwork for an expanded relationship between
the two cities including business, trade, cultural, educational and scientific exchanges to the mutual
benefit of the cities;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Memorandum of Further Exchanges between the City of Seward, Alaska,
United States of America, and the City of Yo chon, South Korea, is hereby RATIFIED,
Section 2, A copy of the memorandum is attached and incorporated herein by reference.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 12th
day of November, 1996.

Memorandum for Further Exchanges
Between
The City of Seward, Alaska,
United States of America
and
The City of Y ochon, South Korea
At the invitation of Mayor Louis Bencardino, City of Seward, Alaska, United States of America, a
delegation led by Mayor Chae-Ho Chung, City of Y ochon, Korea, visited Seward from May 20-22, 1996.
In turn, Mayor Chae-Ho Chung, invited Mayor Bencardino to visit Y ochon, South Korea October 22-24,
1996. A delegation of government and business leaders attended Y ochon's lIth Annual Great Turtle Ship
Festival.
It is agreed by and between the City of Seward, Alaska, United States of America, and the City of Yo chon,
South Korea, that the prospects for an expanded relationship to include business, trade, cultural, educational
and scientific exchanges are excellent and give promise of yielding substantial mutual benefits.
Now, therefore, it is agreed that each will take the necessary steps to

Exchange relative business and economic information on goods and services that are available from
the other community to business people of their respective communities and determine if backhaul
opportunities exist using current and expanded coal export trade,
Sponsor and promote exchange of visits by delegations and business people of the two communities
and extend cooperation and assistance to the visitors so sponsored by the other party,
Advise each other of firms that have an interest in joint venture or investment in each party's
respective community.
Establish contacts between tourist agencies and companies to study tourism infrastructure in Alaska
and implement mutually beneficial projects.
Promote the exchange of students and teachers between the two communities.
