RESOLUTION NO. 96-151
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, EXTENDING THE CONTRACT WITH AFOGNAK
LOGGING FOR REMOVAL OF ROCK FROM THE SMIC QUARRY UNTIL
MAY 31,1997, AND AUTHORIZING THE CITY MANAGER TO ISSUE A REQUEST
FOR PROPOSALS FOR THE OPERATION OF THE SMIC ROCK QUARRY
TO BEGIN UPON TERMINATION OF THE AFOGNAK CONTRACT
WHEREAS, the City of Seward entered into a contract with Afognak Logging for rock
extraction from the SMIC rock quarry in June 1995 for the purpose of allowing the contractor to
provide rip-rap for a project at the Kodiak Boat Harbor without full utilization of the City's bid
procedures; and
WHEREAS, the contract term expires on January 1, 1997, or until Afognak's contractual
obligations to provide rip-rap for the Kodiak Boat Harbor Project have been met, whichever occurs
first; and
WHEREAS, the U, S. Army Corps of Engineers has informed the City that Afognak's
contractual obligations for the Kodiak Boat Harbor project will have been met by May 31, 1997; and
WHEREAS, the City wishes to assist the contractor in meeting his obligations to the Kodiak
Boat Harbor Project and thus avoid delays in rock production which could significantly increase the
cost of the project; and
WHEREAS, the City also desires to market the rock quarry by issuing a request for
proposals for operation of the facility following termination of the Afognak agreement which may
result in more revenue and other benefits for the City of Seward;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The city manager is hereby authorized to extend the contract with Afognak
Logging for removal of rock from the SMIC quarry through May 31,1997,
Section 2. The city manager is further authorized to issue a request for proposals for
operation of the SMIC rock quarry, with such operations to begin following termination of the
Afognak agreement.
Section 3. This resolution shall take effect immediately upon its adoption.
